On 08/31/23, The petition for panel rehearing is DENIED. The Court withdraw our previous opinion, reported at 72 F.4th 64, and substitute the following: Barton appeals the district court’s order appointing a receiver over all corporations and entities controlled by him. we VACATE the order appointing the receiver effective 90 days after the issuance of this court’s mandate and REMAND for further proceedings. We also GRANT in part Barton’s motion for a partial stay pending appeal.
